Is the Federal System Adapted to the Realities of Malaysia?
Part One: Historical, Constitutional and Political Aspects
   This article aims at understanding to what extent a federal organisation of constitutional powers can bring political stability, social peace, ethnic understanding and economic prosperity to a young Asian nation: Malaysia. Throughout this article we give elements of an answer to the following question: to what extent and how far is the federal system adapted to the realities of Malaysia? To achieve our goal we show first that Malaysia has a very long historical tradition of acceptance of differences, which proves it could easily develop a federal political system, and second that Malaysia has all the determinants required in a federal system.

6. French Political Actors' Reactions to National Front Leader Jean-Marie Le Pen's Electoral Victory
in the First Presidential Race Ballot

on Television Electoral Programs on 21 April 2002
   In recent years, French political actors have increasingly shifted the blame for declining public political debate from themselves to the institutions of the Fifth Republic. This paper has two aims. First, this article questions concerns expressed in political statements released live in electoral programs on television, on 21 April 2002, when the results of the first presidential race ballot announced the electoral victory scored by extreme-right leader Jean-Marie Le Pen. Second, this article is also an attempt to bring to light signs of an unconscious denial of responsibility by politicians in facing the questions raised by those astonishing results. The study organizes the statements of 53 politicians across the political spectrum into three categories: the consequences of the vote in favour of Jean-Marie Le Pen for France, the reasons mentioned to explain it and the solutions suggested to confront it. Between the expression of a deep concern tinged with doomsaying and the reduction of the National Front phenomenon and ideology to fascism, these statements sketch out the diagnosis of a malfunctioning of French republican ideals characterized by a strong rejection of politicians and their practices, but without questioning politicians' own responsibility in that process. On the contrary, they stand together in their strong condemnation of a recurrent institutional practice : cohabitation. But is it the cause or the consequence of this loss of impact in the public debate? Would any measures to avoid its occurrence be enough to revive public debate and action?

Through the Statements of Left and Right-Wing Moderate Coalitions Leaders Released on TV on the 2002 Presidential Race First Ballot Day
   Through the statements of some 45 politicians across the political spectrum released live in electoral programs on television on 21 April 2002, this article questions concerns expressed by left-wing leaders about the reasons of their defeat, and by right-wing leaders in their search for a way to become politically united, after the results of the first presidential race ballot announced the electoral victory scored by extreme-right leader Jean-Marie Le Pen. From the point of view of both Lionel Jospin’s socialist-led coalition and Jacques Chirac’s new majority, we attempt to bring to light signs of a denial of responsibility by politicians who have recently been shifting the blame for declining public political debate from themselves to a malfunctioning of the institutions of the Fifth Republic: the so-called cohabitation.  We show first how the socialists strive to find in the low turnout at the polls, the security-focussed election campaign and the multiplicity of left-wing candidacies the consequences of cohabitation that defeated their candidate; second how the liberal conservatives use cohabitation as a defensive tool for forging a single party that should ensure their hold on power thanks to the alignment of the President and the National Assembly’s five year terms; and finally, we conclude with a few remarks on what we think cohabitation is not a curb on political decision-making process and a dilution of political choices.

Assessment of Linguistic Ability Level at the University
Standardized Test or Home-made Test?
Reflections on Taipei Tamkang University's Choice
(French as a Foreign Language Teaching)
   Confronted with the issues raised by the diversity and complexity of learner profiles, institutional promotion of multilingualism and industrialization of certifications under the influence of NICT, assessment in language didactics -especially within universities- is becoming a central focus among foreign language teaching scholars. The gap between curriculum contents and social purposes of language teaching, which the Common European Framework of Reference for Languages (CEFR) and its Reference Level Descriptions are expected to fill in, unrelentingly leads universities to offer tests and examinations able to meet students linguistic abilities via objective and reliable tests that guarantee fairness and a real comparability with one another. This concern has brought Taipei Tamkang University to introduce in 2002 an assessment examination of every coming graduate students’ linguistic abilities. The test result is reproduced on the university official diploma in the form of a distinction. However choosing a home-made test conceived and realized on its own instead of a standardized test may lead to confusion in the actual aims of such an assessment. Either it aims at measuring the acquisition of points taught within the framework of a precise training program (e.g., subjective approach like regular term examinations) or at comparing the level acquired in various linguistic competences according to intangible criteria (e.g., objective approach like standardized tests such as French TCF and multilingual computer-based DIALANG). Beyond students’ linguistic abilities, such an assessment unquestionably amounts to assessing the accuracy of teaching choices and quality and relevance of teaching in general, thus potentially placing the entire university in the hot seat. This is the reason why means of assessment whose psychometric qualities allow comparisons between legitimately comparable performances should be given priority by universities.

Translation and contextualization of grammar teaching Empowerment towards bigrammatical awareness of Japanese learners
(French as a Foreign Language Teaching)

   In order to fill in both the lexico-grammatical and the sociocultural gap between their mother tongue and French, Japanese learners must be able to think independently and grammatically about the relation between form and meaning, which lays at the very basis for the production of any act of communication. However, their low grammaticalization in Japanese makes it fundamental to contextualize grammar teaching and to mobilize all the languages repertory available to these learners. Thus, the redefinition, from a perspective taking into account L1 characteristics, of Japanese learners syntactic needs (i.e. awareness of key role played by verbs as a link between the two languages​​, understanding of simple and complex clauses syntax) associated with the use of language based on grammatical reasoning through the use of translation (prose), which leads learners to think over the relation between morphological units, syntactic positions and meaning production (form/meaning, constraints/relativity, grammaticality/acceptability relations) aims ultimately at stimulating bigrammatical awareness through "grammatical awakening" in order to enable learners to guard against interference from their mother tongue and therefore to become autonomous in their production of acts of communication in French.
